Netherlands imports of Nigerian crude oil: the Rotterdam hub

Trade statistics regularly place the Netherlands among the top three buyers of Nigerian crude. The figure is real but needs interpretation: Rotterdam is north-west Europe's crude gateway, and the declared destination is not always where the oil is refined.

Trade flows

The Central Bank of Nigeria attributes 8.56% of 2025 crude export earnings, about US$2.70 billion, to the Netherlands.1 Nigeria's statistics bureau ranked it second among crude destinations in the first quarter of 2025.3 New Nigerian grades have tended to debut there: one of the first two Nembe cargoes in November 2023 and the maiden Cawthorne cargo in April 2026 were both consigned to the Netherlands.42

The hub effect

Nigerian export statistics record the declared country of destination. Rotterdam is a storage, blending and transhipment centre connected by pipeline to refineries in Belgium and Germany, so crude landed there is not necessarily refined in the Netherlands. The practical consequence is that Dutch figures overstate Dutch refinery demand, while Germany — which appears in Central Bank data with only 2.22% of 2025 earnings1 — is probably understated. We have not found refinery-level evidence identifying which plants run Nigerian crude landed at Rotterdam, and we do not guess.

A caution specific to Rotterdam

Rotterdam's prominence has made it the favourite setting for fabricated "product in tank" offers. The port authority and the tank-storage association reported at least €10 million a year in known damage and fraudulent offerings worth €2.5 billion reported in 2025.5 Genuine Nigerian crude arrives in Rotterdam on a named tanker for a named receiver; it is not sold from storage tanks to strangers. How to read destination data

Nigerian export statistics record the declared destination and are published by value; importer statistics record arrivals by volume. The two rarely match exactly. See the notes on the markets overview.

The qualities of the grades named on this page are in the Nigerian crude grade database. How such cargoes are actually contracted — by tender, under term contracts or through an established trader — is explained in how Nigerian crude oil is sold, and what a buyer should prepare before approaching any seller is in the international buyer centre.
